Sam,
I have no idea what the composition of the powder coating is but I know how it's applied using a magnetic field ??
When I need a larger diameter bullet I put a diamond knurl on them. I put the knurl at the base if I feel I need a duel diameter to see if there is an advantage with them or the whole shank to patch over to over groove diameter I like to use for brach seating. Also for my tight chambers that will not except a groove diameter bullet I just place the knurl a little farther up on the shank so only the patched portion is in the case mouth.
When that bullet clears the muzzle the knurl is smooth so there is no wind friction.
A knurl will increase the bullet diameter .015" depending on how I set the amount the rollers penetrate the bullet or the diamond roller I use. I van make a .44 into a .45 bullet pretty easy.
