When I seat a bullet. I will lower the ram a bit and rotate the case 180* and reseat. My bullet runout is never over .002" TIR.
How do you know that round didn't fit because of sizing?
IF, your get'n much of a 'ring' on the bullet when seating, you may have to much NT.
How often do you anneal your cases?

I do not own a run out gauge thingy
I rotate while seating about 1/3 until seated
I hand slid the round into the seater die just to see what would happen, hand pressure only
the current ring is visible but I basically can not feel it
I anneal after every firing
