I'm not sure, But I think the .28-30 might have started from the .25-20 Stevens. The base diameters are pretty close but the 28 case is longer.
I been researching these .25, .28 and 32's for a while and all three have a very good reputation for accuracy.
Sam my first thought was the .25-21 Stevens. It was the first black powder cartridge rifle I shot. When I was about 12 I used to peddle my bike into town to get a box of .22 shorts. This is the gun shop my Mother got me my first .22 single shot and she asked Spike the owner of the shop if he would teach me how to shoot this rifle. Spike took me under his arms and I spent a lot of time with him doing odd and end stuff getting things from the store or sweeping the shop floor and we would step out the back door and shoot tin cans off the fence posts.
One day he pulled a rifle off the rack and he said lets try this on today, it's my favorite he said. When he opened the box of shells and I looked at those long skinny shells my eyes must have popped open and Spike said, Ladd around here we only shoot black powder

Shooting that old single shot Stevens hooked me on black powder and a couple years later I saw a .43 Spanish Roller In the back pages of a NRA magazine and got it.
