I'm going to take a WAG at it, and say it's one of those gallery load cases. Using just the primer and just a grain or two of black under the bullet.

Only a very small relief hole between front and back sections. Not enough to fire anything.
I'm thinking it designed for a 9mm semiautomatic and will make the action function with a very low powered load

Does the larger body slide on the smaller shaft?
Is it brass or steel?
Std small primer size?

Outer barrel, large part is aluminum. Inner part is steel. Appears to be a std primer.

I'm going to see if it will fit in my 9mm. Looks to be about that size.

Looks like a 'perimeter' alarm cap. Also looks similar to what is used in some flare guns & smoke signals.

If it has any projectile, it would not be much. Note the 3rd photo it has a very small hole between the primer and front. I could barely get the point of a needle in it when I was clearing it.

I looked for the ones I picked up at the range. I have a empty and one with a blue plastic projectile in it unfired.
